270,000 DVLA records accessed by councils

According to the Daily Mail local councils in England have been accessing DVLA records to track “crimes” such as littering and dog fouling.

While the use of investigative techniques to track offences seems reasonable, the concern is that access to personal records, which DVLA contain, is being delegated from police to low level, low paid, council officials.
